Gov. Hochul’s plan would require school districts to establish policies restricting student smartphone use during the school day. However, there would be some exceptions, allowing phone use for:

  • Translations
  • Emergencies

During her budget presentation in Albany, Hochul emphasized how cell phones negatively impact student focus, teacher effectiveness, and classroom discipline.

“We’re not developing the skills we need because kids are distracted with their cell phones,” Hochul said. “How do you pay attention to the subject at hand when you’re competing with viral dances, messages from friends, and sometimes threats or bullying?”

Growing Support for School Phone Bans Across the U.S.

New York is not alone in considering restrictions on student phone use. At least eight states have already passed laws limiting or banning cell phone use in schools, and more than a dozen others are debating similar measures.

Other States with School Cell Phone Restrictions

  • California: A law passed in September 2023 requires school districts and charter schools to develop policies limiting smartphone use by July 1, 2026.
  • Indiana: A bill signed in March 2023 prohibits students from using phones and other wireless devices in classrooms.
  • Ohio: A similar law, signed in May 2023, requires schools to implement rules regulating cell phone use.
  • Florida: In 2023, it became the first state to completely prohibit student phone use during class and block social media access on school Wi-Fi.

Public Opinion on School Phone Bans

The debate over cell phone use in schools has gained attention among parents, teachers, and students. According to a Pew Research Center survey, opinions on phone bans vary:

  • 65% of parents with school-aged children support banning phones during class.
  • 36% of parents support a ban for the entire school day.
  • 72% of high school teachers and 33% of middle school teachers believe phones are a major distraction.
  • 45% of teens say smartphones make learning easier, while nearly 25% say phones make it harder.

Balancing Technology and Learning

As more states consider phone restrictions in schools, the challenge remains balancing the benefits of technology with the need to maintain student focus. While many educators believe smartphones hinder learning, some students argue that phones help them stay organized, access information, and complete assignments.
